Broadband and Economic Development:  

The Need for Connectivity, Steps for Access and Best Practices for Broadband Adoption and Expansion

Broadband plays an increasingly important role in economic development and is now considered a critical part of infrastructure. Yet, there remains a digital divide between communities—some with little to no connectivity and others with fast, reliable networks which they have been able to leverage into an economic development asset.

This complimentary webinar is designed to provide participants with an overview of the impact that emerging technologies are having on broadband within Ohio’s communities and the various approaches to expanding broadband access. Participants will learn how to assess which approach best accommodates community needs and capabilities, as well as receive an overview of digital inequities in Ohio beyond access – lack of broadband adoption and the digital skills gap.

Examples of locally owned, municipal network models (both commercial and residential), private, and public-private partnership models will be provided by community leaders who have implemented such approaches locally. Considerations for network construction, such as rights-of-way issues and permitting processes, will also be explored.

Doug McCollough

As CIO of the City of Dublin, Ohio, Doug McCollough has embraced the rich community of innovation that is Central Ohio. Through collaborations and partnerships he has worked to connect people to opportunities, remove barriers, and promote change in initiatives ranging from Smart and Connected Cities, IT Workforce Development, expanding broadband access, and Connected and Autonomous Vehicles. He has spoken as a Subject Matter Expert and advocate on technical subjects, diversity and inclusion, career advancement, and using technology for community development.

Prior to joining the Dublin team, Doug held positions within the State of Ohio Departments of Public Safety, Commerce, Industrial Commission, and Medicaid. He served as the Director of Information Technology for the City of Richmond, Virginia, and as a Project Manager at Nationwide Insurance and Alcatel-Lucent.

Doug earned a bachelor’s degree from the University of Toledo in Information Systems and Operations Management and a Master of Business Administration degree from the University of Notre Dame. Stu Johnson

Connected Nation is a nationwide 501C3 that develops tools, resources and methods that help states and communities create and implement solutions to their broadband and digital technology gaps. Stu Johnson is responsible for comprehensive strategy and management for two Connected Nation programs as Executive Director of Connect Ohio providing statewide broadband data, policy and technical assistance and Vice President of Digital Works, a nationwide platform that harnesses the power of broadband to accelerate workforce and community development. His management of the programs includes implementation and development, identification and achievement of programmatic goals, government relations, and revenue management. He also serves as the primary spokesperson to media nationwide about Digital Works and Connect Ohio. Mr. Johnson has over 30 years of executive level technology and telecommunications business development experience and holds a bachelor of science in finance from The Ohio State University.

Lindsay is an attorney in Ice Miller’s Public Affairs and Government Law Group. With nearly ten years of experience in technology initiatives, Lindsay has a reputation in the broadband and telecommunications arena of being a strong advocate with a successful track record in building relationships with public and private sector stakeholders. Lindsay regularly advises municipalities on how to utilize Public-Private Partnerships for fiber and Wi-Fi expansion in order to build smarter cities and leverage the Internet of Things. Angela Siefer

Founder and Executive Director, National Digital Inclusion Alliance

Angela envisions a world in which all members of society have the skills and the resources to use the Internet for the betterment of themselves and their communities. She is the Founder and Executive Director of the National Digital Inclusion Alliance, a unified voice for local technology training, home broadband access and public broadband access programs in the United States. Angela has been working on digital inclusion issues since 1996. Beginning with a University of Toledo sociology graduate school assistantship coordinating a regional community technology network, Angela then moved onto serving as the Executive Director of the Ohio Community Computing Network distributing funds to and supporting community technology centers. Angela was involved with multiple projects of the Broadband Technology Opportunity Program of the National Telecommunications Information Administration (NTIA) plus researching and writing best practices for the NTIA Broadband Adoption Toolkit. Ernie Staten

Deputy Director for Public Service, Fairlawn, Ohio

Ernie Staten is Deputy Director of Public Service for Fairlawn, Ohio. He has been working in local government for more than 25 years. Staten is responsible for managing the City’s infrastructure and delivering all of the City services. He is the liaison for all utilities in the City: storm water, sanitary sewer, public water, and electric, gas, phone and cable.

The newest service available in Fairlawn is FairlawnGigTM, a municipal broadband utility. Staten has been instrumental in the planning, construction, operation and promotion of FairlawnGig’s Internet fiber service. The City of Fairlawn views high speed Internet access as an essential utility—as important to the community as paved roads or an electric utility were 100 years ago. The City made the investment to build a state of the art fiber network that passes every home and business. Ernie manages the construction of the network and the operation of the FairlawnGig service that provides Internet access for residents and businesses.
