Ohio’s recently enacted Substitute House Bill 15 (HB 15) represents a major shift in the state’s approach to energy infrastructure, permitting, and taxation—and has important implications for economic development, site readiness, and large-scale investment. This webinar offered in partnership between OEDA and Vorys on January 27, 2026 at 1:30 pm, will provide a clear, practical overview of HB 15, including expanded “behind-the-meter” power options for large electric users, faster permitting timelines at the Ohio Power Siting Board, new accelerated review pathways for priority sites, updates to certified service territory rules, and significant reductions in personal property tax assessments for new energy generation, transmission, storage, and pipeline infrastructure. Designed for economic developers, local government officials, utilities, site selectors, and private-sector partners, the session will focus on what these changes mean in practice and how communities and businesses can leverage HB 15 to support energy-intensive projects, business retention, and long-term infrastructure investment in Ohio.
